San Francisco Estuary Watersheds Evaluation: Identifying Promising Locations for Steelhead Restoration in Tributaries of the San Francisco Estuary. Becker, Gordon S., Isabelle J. Reining, David A. Asbury, and Andrew Gunther. 2007. Oakland, CA: Center for Ecosystem Management and Restoration: This report identified 8 anchor watersheds in the Bay Area to focus on, calling out specific restoration measures for each. It offered a 3-fold regional restoration strategy: 1) identify water needed for rearing habitat and processes, implement instream flow provisions; 2) limiting factors analyses for key tributaries in anchor watersheds; 3) regional program and funding to re-connect upstream high-quality spawning and rearing habitats to the Bay.
 
NMFS 2016 Central California Coast Steelhead Recovery Plan: Identifies limiting factors, threats and restoration needs in all the Bay watersheds, sets spawner target goals for each watershed to assist recovery.
