Restoring Connectivity: Mission Creek Fish Passage Restoration and Beyond

9:00am - 5:00pm
Session Coordinator: Andrew Raaf, Santa Barbara County Flood Control District; Mike Garello, HDR; and Tim Burgess, City of Santa Barbara Creeks Division

This tour will look at a variety of completed and upcoming projects in an urbanized watershed, spanning different jurisdictions with the overall goal of restoring steelhead migration to the perennial headwaters of Mission Creek.

The tour will visit a recently completed steelhead passage modification at a debris basin dam on San Roque Creek, followed by a stop at an un-modified debris basin in the headwaters of Mission Creek. From there, the tour will continue downstream along Mission Creek through the foothills and urban interface, highlighting several projects in various stages of post-construction, planning, and design. The tour will visit the Mission Creek at Tallant Road Crossing, which was modified in 2010, the two sections of (Upper and Lower) Concrete Caltrans Channel which were modified in 2012 and 2013 respectively to include a low flow channel with resting areas to allow fish to swim upstream during and/or following rain events, and the Mission Creek bypass channel at Highway 101. The tour will cover a variety of considerations for design, planning, permitting, construction, and funding of these flagship projects, in addition to post-project monitoring and lessons learned.
