3rd National Conference on Ecosystem Restoration, July 20-24
Abstracts Due January 16
The purpose of NCER 09 is to bring together scientists and engineers, policy makers, planners and partners who are actively involved in or affected by all aspects of ecosystem restoration, regardless of project or program size, and provide an interactive forum to share their experiences and research results concerning large-scale ecosystem restoration on both national and international levels.
Conference participants will also have the opportunity to learn about both large-scale and small, local ecosystem restoration efforts and what their colleagues working at these levels have learned, what factors contributed to success, and how barriers and obstacles were overcome. NCER '09 will explore roles of policy, planning and science in establishing goals and performance expectations for achieving successful and sustainable ecosystem restoration. We'll also look at the importance of considering ecosystem services in restoration cost:benefit discussions. Successful partnerships and means to leverage resources will be important themes that run through this conference.
Previous NCERs established a forum for individuals engaged in all aspects of ecosystem restoration to exchange information and experiences. This and future NCERs will continue this tradition by being the leading National Conference for interdisciplinary exchanges for sustainable restoration of ecosystems. Technical sessions will focus on six primary themes:
- Ecosystem Restoration at the Watershed Scale
- New Planning Approaches to Achieving Ecosystem Restoration
- Science and Engineering Integration
- Linking Monitoring Results with Management Decision-making
- Urban Ecosystem Restoration
- Ecosystem Goods and Services

27th Annual Salmonid Restoration Conference: Elements of Watershed Restoration
Santa Cruz, CA March 4-7, 2009
The 27th Annual Salmonid Restoration Conference will be held March 4-7, 2009 in Santa Cruz, California. This is the premiere habitat restoration conference in the Pacific Northwest and hosting the conference in Santa Cruz affords wonderful opportunities to view projects on the Central Coast and highlight issues that pertain to coastal watershed and coho salmon recovery.
This year the conference will feature workshops on topics including Estuary Restoration, Fish Passage Design and Implementation, Coho Use and Restoration of Off-channel Habitat, Watershed Monitoring and Assessment, and Sustainable Agriculture: Water Quality and Riparian Habitat Restoration. All day field tours will include tours highlighting Resource Management for Steelhead and Coho Salmon Conservation in Santa Cruz county: a Tour of San Lorenzo River and Soquel Creek projects, Carmel River Restoration Projects, Southern Coho Streams and the NOAA lab and Broodstock program, Coho Salmon and Steelhead Enhancement Projects on the Santa Cruz North Coast, Dams and Daylighting: Progress and Opportunities in San Francisquito Creek and half-day tours of fish passage projects and sustainable agriculture projects in conjunction with those morning workshops.
The Plenary session will feature Dr. Peter Moyle and Dr. Josh Israel from UC Davis who will discuss the state of California salmonids in California, Mike Furniss from Redwood Sciences Lab who will address climate change and salmonid recovery, Dr. Astrid Scholz of Ecotrust will give a presentation on marine ecology and oceanic conditions affect salmonids, and Dr. Bob Curry of Watershed Systems will highlight the status of restoration efforts in Monterey Bay and adjacent watersheds. SRF has also invited former Assembly Member John Laird of the Santa Cruz region.
Concurrent sessions address biological, policy, and environmental and physical issues affecting salmonids. Concurrent sessions include the following topics: Water Diversions & Water Wars in California. FERC Relicensing Restoration Opportunities, Central & South Coast Steelhead: Biology, Genetics, and Recovery Strategies, Fire Ecology, Forests, and Fisheries, Dam Removal and Modifications for Salmonid Recovery Restoration at the Crossroads, Juvenile Steelhead and Coho Salmon: Central Coast Habitat and Population Research, Hydrologic and Geomorphic Legacy Issues: Solutions for the Past and the Future, Coho Salmon Recovery and Restoration: Putting Theory into Practice.

Action Alert to Mitigate the Effects of the Stop Work Order on the Habitat Restoration Community
Nomination Deadline: January 16, 2009
On December 17, 2008, the Pooled Money Investment Board (PMIB) approved an action which affects state bond programs including public works, fire and forestry, and habitat restoration programs that are funded by California Proposition dollars. This decision is greatly impacting the salmonid restoration community because of personnel layoffs, work project stop orders, and lack of promised funds needed to complete projects. Please take action to encourage the California Legislature and the Governor to pass the budget and lift the state freeze on Proposition fund allocations. A blog has been set up so people can voice their opinions and learn about resources to combat this catastrophe.
1. TELL THE GOVERNOR: DO WHAT IT TAKES TO PASS THE BUDGET IMMEDIATELY This message is especially important to convey to the governor (fax: 916-558-3160) and to Republican legislators. You can find your legislators here . Fax and mail is more effective than email or phone; a meeting is best.
2. TELL OUR ELECTED OFFICIALS: FIND WAYS TO LESSEN THE DAMAGE OF THE STOP-WORK ORDER For example… Issue IOU's, instead of checks, that will be honored by our banks and credit unions. There is precedent for this. Staff up the controller's office and otherwise minimize delays in paying invoices. Find other ways to reduce the damage to our workers, the land itself, and to our organizations. This message should go to the governor and to legislators.
3. GET PRESS COVERAGE Call up your newspapers and radio stations and get the word out. The general public has no idea of the impact this is having.
To all of these audiences, tell your story: how is this hurting you, your staff, your organization's viability, your projects, the watersheds, landowners, waterbodies, communities, and species you work with?
4. HELP GATHER STATISTICS Please let us know via the blog: how many of your people will likely be laid off, how many of your projects are stopped, describe the most important project that's been damaged, is your organization folding? If you know information like this for organizations other than yours, please provide that, too.

FERC Hearing on the Klamath Dams
Jan. 29th, Yreka, California
On January 29 the Federal Energy Regulatory Commission will be having two hearings on the Klamath Dam proposed settlement at the Best Western Inn, 122 East Miner Street in Yreka. These hearings will only occur in Yreka, CA. However, if we apply pressure hearings may be scheduled in Orleans, Klamath and Eureka, or for Klamath Falls, OR.
